Canada: After June 1st, 2019 who will have the authority to ticket drone pilots that aren't certified, registered, or flying by the rules based on their basic or advanced license?

So I've been thinking about this a lot lately. I've recently written and passed my drone pilot certificate exam and registered my drone nice and early, in preparation for June 1st. I am aware of what fines can be handed out and why. But who exactly, besides Transport Canada, will have the authority to issue said fines. If someone calls the police, do they in turn have to contact Transport Canada to issue a fine? My concern is the lack of knowledge local law enforcement seems to have in regards to Drone laws no matter where you're located.
