Conflicting Laws and Regulations

I live in a city that has a well known University in it. It is connected to downtown and downtown is in a class e2 airspace. The University has an official letter from their police department with a list of rules and regulations regarding their laws on drones and how to get approval... If I fly from public property to thier property and fly around campus in a manner that complies with all laws and regulations set forth by the part 107 license with approval from LAANC can the police at this university give me a citation?​In their letter it states "...including the air above the property necessary for the reasonable use and enjoyment of the property."It was made clear by the FAA all airspace above ground level is owned by them and the US Govt.
