A question for those of you who have flown in Vietnam.

Here is the rule I found: A unique flight license is required for every drone flight conducted in Vietnam. Applications must be submitted at least 14 days before the planned date of the flight to the Operations Bureau of the General Command Post of the Ministry of Defense.This seems like a pretty hard rule to manage - every flight! 14-days in advance!. Did you just fly anyway?
