Recommendation for a small drone with a good camera

Hi drones sub, I am very new to drones, in fact I have never used a drone, so for now I am looking for the best compromise of "easy-to-use", "not-too-expensive" and "good" and was hoping to get recommendations or ideas. As a student my budget isnt very large, I'd say 1000€ and that already hurts.On my not too long journey through tests online and offers on amazon I got stuck on the DJI Mavic Mini Fly more kit for 500€. I was also thinking about building my own, because i like to tinker but i got the impression that it will end up more expensive.Drone flight is very limited where I live, (big city in german flat land) I can't really use the drone here too often. Base rules are:less than 5kg (~11lbs), flight lower than 100m (330 ft) or 50m (165ft) in a limited aviation zone, no flying within 1,5km (a bit less than a mile) around airports. No flying out of sight or above residential areas. Plate with name and adress if the drone weighs more than 250g (~half a pound).
