I was in White Mountain National Forest in NH earlier this month.We were parked at the famous horseshoe loop in the Kancamagus Pass on Highway 112. On the way in I noticed the federal officer's truck, but never thought much of it since I was not about to remember to think twice about flying in on Federal land. He would later come over and tell me and another guy flying a similar done next to me that we are specifically not allowed to land a drone within 1/4 mile of a roadway there. His truck was labeled Department of Agriculture.It did not seem like I had any options so I gave him my driver's license. Later at his vehicle he asked for my social security number and I also provided that. He was very professional about the whole thing. He even mentioned that "there are maps" that show you where you can legally fly from. He was explaining that the reason for it is because drones can be fire hazards. I totally understand that.Anyway. All the research that I've done since then I have not found any information on the 1/4 mile rule. He wrote on the ticket 36 CFR 261.58(y), this I've found as:(y) Landing of aircraft, or dropping or picking up any material, supplies, or person by means of an aircraft, including a helicopter.Perhaps there is some more specific language that exists that is not accessible with my paltry googling skills, which specifies further that this landing of aircraft is prohibited only within 1/4 mile of a roadway?Anyway, I don't feel good about this ticket (for a few obvious reasons) but mainly the problem I have is that it doesn't seem very proper that they should be nabbing people who go to nice safe areas to fly. I thought I was doing things by the book. I would've been perfectly happy to come to terms with being in the wrong, to live with the consequence of not having properly done my research, but I found that the USDA's very own website has (many pages actually) a drone guidance page: https://ift.tt/3kB6Zh2 of which I was in compliance with!At this point this has become very fishy to me. Unfortunately I'm also running out of time on the 30 day clock.
